Strategic Planning and Decision Support

 

Innovation and Strategic Impact

The objective is to agree a common set of data definitions and key performance indicators (KPIs) to provide university management with comprehensive and integrated information for decision support, strategy development, external benchmarking. The project will enable university reform and benchmarking of performance at disciplinary and institutional levels across the sector and internationally. This is the first consistent, sectoral approach to this issue and is essential to ensure that universities introduce appropriate KPIs for HEA and SSTI funding.

 

Summary

To fully exploit the value of information contained in operational systems, an integrated view of all comparative information is required to support decision making/planning. The longer term strategy is to develop business intelligence capabilities by introducing data warehousing, bringing together data from operational systems, providing timely, accurate and historical data to support the complex needs of a modern university. Key enablers in developing data warehousing are clearly identifying university and external stakeholders’ information needs agreeing common definitions of major data elements and identifying sources of data. 

 

This project has two elements:

 

Phase I - Develop a ‘Super Set’ of Performance Indicators

Define a cross sector set of performance indicators required to manage a university based on international standards, supporting cross sector and international benchmarking.

Phase II - Develop a cross sector view of data.                                         

Develop an agreed, consistent view of major data elements across various systems leading to a data model with clear definitions of major data elements and their source.

Management by steering group of senior officers in consultation with external stakeholders (HEA, HERG etc), including interaction with HEFCE funded KPI project.

Implementation Plan

Phase I:  6 months

Phase II: 6 months.

 

Deliverables

Agreed sector-wide performance indicators

Agreed data definitions and data model for the sector

A consistent approach to identifying, defining and measuring sectoral information requirements, facilitating comparability and benchmarking within/outside the sector, informing data warehousing solutions.
